I read in the November issue of Scientific American that China has been re-targeting its ICBM's at the U.S. I fear that a small chain of events could cause utter annhilation of major world cities.

I am not trying to be rude or anything like that. I 'm just saying that Scientific American said that, but I am quite certain that Scientific American is a pretty reliable source. As to why China is doing that, I supppose China wants to be prepared for a U.S nuclear attack.
But U.S-China relations are pretty good, with all of the trade and such.
